-- RFP Release (11/12/14) -- N00039-14-R-0221 - solicitation for G-TSCMIS R3 is issued. -- Synopsis Publication (10/7/14) -- N00039-14-R-0221 Global-Theater Security Cooperation Management Information System (G-TSCMIS) Release 3 Software Development DESCRIPTION: The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I) Command and Control Program Office (PMW 150), intends to issue a full and open competitive Request for Proposal for the acquisition of G-TSCMIS Release 3. Required effort will include software development, design, integration, technical and engineering support, configuration management, testing, data management, program management, contract administration, and logistics all leading to the delivery of G-TSCMIS Release 3. The Government anticipates issuing a C-type, cost-plus-incentive-fee contract using full and open competition and best value/trade-off source selection procedures. The base period is expected to include one 18 month Contract Line Item Number (CLIN) for the end-product delivery of G-TSCMIS R3 with one 9 month CLIN for engineering services of Release 2. The option period is expected to include one 6 month CLIN for engineering services of Release 3. Contract award is anticipated in 3QFY15. A Request for Information (RFI), SPAWAR Headquarters MKTSVY 0E4AA2, was issued on 18 November 2013 for market research purposes. Based on the Government's analysis of responses received, it was determined that the requirement for G-TSCMIS Release 3 be issued as a Full and Open Competitive solicitation. The SPAWAR Small Business Office and the Small Business Administration Representative concurred with the decision. This synopsis is provided for information only, is not a Request for Proposal, and is not to be construed as a commitment by the Government to issue a contract. The Government will not pay for any effort expended in response to this synopsis.
