The Government anticipates issuing a C-type, cost-plus-incentive-fee contract
using full and open competition and best value/trade-off source selection
procedures. The base period is expected to include one 18 month Contract
Line Item Number (CLIN) for the end-product delivery of G-TSCMIS R3 with one
9 month CLIN for engineering services of Release 2. The option period is
expected to include one 6 month CLIN for engineering services of Release 3.

A Request for Information (RFI), SPAWAR Headquarters MKTSVY 0E4AA2, was
issued on 18 November 2013 for market research purposes. Based on the
Government's analysis of responses received, it was determined that the
requirement for G-TSCMIS Release 3 be issued as a Full and Open Competitive
solicitation. The SPAWAR Small Business Office and the Small Business
Administration Representative concurred with the decision.
