Utilizing the Flexera Suite of software will enable the Navy Enterprise ITServices(EITS) program office, PMW-270 to actively manage software licenses andenable the Navy to save over ~$300K/year in license management support andlicensing costs. Specifically, the savings will be incurred by identifyingminimally used software licenses and reducing the total number of licensesrequired. In addition, the Flexera Suite of software will enable PMW-270 tohave increased visibility of license usage and effectively manage all Navysoftware licenses in a concurrent manner across the entire Navy enterprise.Thiswill allow Navy users access to licenses from a pool of networked licensestherefore reducing the total number of licenses acquired In conducting a detailed market research only the Flexera Suite of software wasable to meet and satisfy 100% of the government's 118 must-haverequirements. In addition to meeting 100% of the government's 118requirements, the Flexera Suite is the only software that satisfied thefollowingDON must-have requirement: Management of Non-Embedded LicenseApplications. The management of non-embedded license applications wouldprovide the DON with the must-have ability to manage licenses for DONapplications that do not currently have existing license management capabilityalready built in as a core function as part of the software application.Currently,several existing Navy COTS applications have license management capabilitybuilt in as part of the core software function. DON is requesting that thevendorbe able to provide a COTS application that can modify most COTS software withthe ability to have its licenses managed by a centralized license managementserver. Also, the Flexera FlexNet Manager Suite is the only commerical softwareproduct that has incorporates many vendor complex licensing and use rightsmodels. This software suite calculates the required number of Oracle processorlicenses based on hardware inventory datae. The suite also includes theproduct use rights library for IBM, Oracle, Microsoft, Adobe, and Symantecsuites of products. Lastly, there are over 25,000 commercial softwareapplications that have the Flexera FlexNet Manager Licensing agent embeddedin their software code in order for these companies to facilitate their variouslicensing schemas. Therefore, the opportunity exists for expanding the licensemanagement capability (if required) to other DON COTS products in the future.
