The Government intends to enter into a firm-fixed-price contract with Rapidfire Systems LLC, 51 Market Square Road, Newnan, GA 30265-5673. The Directorate of Contracting (DOC), Fort Carson, Colorado., has a requirement for FINLOG Database System. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that Rapidfire Systems LLC is the sole developer, distributor and provider of the FINLOG Database System.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer by 10 August 2009 12:00 EST. Supporting evidence must be furnished in SUFFICIENT detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation. Responses are due 10 August 2009 12:00 EST.
