The Social Security Administration (SSA) intends to negotiate solely with Group One Software, a Pitney Bowes Company, 4200 Parliament Pl Ste 600, Lanham, MD 20706-1844, under the authority of Federal Acquisition Regulation (FAR) Part 13.106-1 (b) (1) as the contracting officer has determined that the circumstances of the contract deem only once source reasonably available. Finalist software is installed on Systems 81, 82, 83 and 84 in the NCC. Finalist software is a Coding Accuracy Support System certified application that thoroughly prepares addresses for USPS handling. It is used to verify, standardize, and correct address elements on notices that SSA mails to the public. The vendor (Group 1, a Pitney Bowes Company), owns all proprietary rights to the software's source code and is the only responsible sole source for maintenance, updates, fixes, along with software upgrades; no other source can maintain the software or provide the relevant software upgrades. The Government anticipates the award of a firm-fixed purchase order for the maintenance and software license upgrades. Other organizations possessing the requisite expertise and resources are invited to submit information concerning their capabilities, expertise, and other pertinent data. Pricing data may be submitted. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation and the Government does not intend to pay for information received. If SSA does not identify other acceptable sources capable of providing the software maintenance and relevant upgrades, SSA shall issue a sole source award under FAR Part 13 Simplified Acquisition Procedures for the period of 12/01/2005 through 11/30/2006.
