The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has a requirement to purchase additional “DFUZE” explosives intelligence software This is to include Dfuze 2.2 server software with 5 client licenses (high side), Dfuze 2.2 server software with 5 client licenses (low side), Dfuze 2.2 customized reports, software maintenance to include software patches and updates (quantity 2), integration, installation and testing, and training. This is a brand name requirement. All software must be Section 508 compliant. All licenses purchased must be fully compatible with existing DFuze software licenses. The following provisions and clauses are incorporated into this combined synopsis/solicitation. no addenda apply: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 212-4, Contract Terms and Conditions-Commercial Items; FAR 212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Each offeror shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with their proposal. The above clauses may be found at: http://www.arnet.gov/far/current/html/52_212_213.html. No additional FAR clauses apply. This requirement is a set-aside for small businesses. The NAICS code is 511210 with a size standard of $21,000,000. All potential offerors must be registered in the Central Contractor Registration database (www.ccr.gov) prior to award. Craig S. Award will be made to the offeror that has the lowest price for this software and can provide the appropriate escrow agreements to protect the Government in the event of the bankruptcy of the contractor or sale to a company not owned and operated in the United States or on the Allied Nations list. Award will be made based on the submission of an offer for one year. Award will be made by April 10, 2006.
