The Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake, CA intends to procure a Firm Fixed Price (FFP) contract, on an other than full and open competition basis, a COMSOL Multiphysics Floating Network License from COMSOL Inc, 1 New England Executive Park Suite 350, Burlington, MA 01803. Delivery will be FOB Destination and will be available via electronic download after receipt of order. COMSOL software utilizes Radio Frequency capabilities with electromagnetic modeling for all directed energy defeat device modeling and simulation. In order for these models must be compatible with existing models already developed and in use throughout the Department of Defense (DoD), Joint Improvised Explosive Device Defeat Organization (JIEDDO), and other customers, it must be identical to the software currently in use.
This software purchase is a manufacturer sole source that must meet all of the following technical requirements:

All responsible sources may submit a capability statement, which shall be considered by the agency.
