The Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake, CA intends to procure a Firm Fixed Price (FFP) contract, on an other than full and open competition basis, a COMSOL Multiphysics Floating Network License from COMSOL Inc, 1 New England Executive Park Suite 350, Burlington, MA 01803. Delivery will be FOB Destination and will be available via electronic download after receipt of order. COMSOL software utilizes Radio Frequency capabilities with electromagnetic modeling for all directed energy defeat device modeling and simulation. In order for these models must be compatible with existing models already developed and in use throughout the Department of Defense (DoD), Joint Improvised Explosive Device Defeat Organization (JIEDDO), and other customers, it must be identical to the software currently in use. This software purchase is a manufacturer sole source that must meet all of the following technical requirements: COMSOL Multiphysics, Floating Network License (FNL) for one (1) concurrent user Qty 1. The license includes the following Modules (all Floating Network license for use with COMSOL Multiphysics): AC/DC Module Qty 1, Acoustics Module Qty 1, CAD Import Module Qty 1, CFD Module Qty 1, Chemical Reaction Engineering Module Qty 1, HT Module Qty 1, LiveLink for MATLAB Qty 1, Material Library Qty 1, MEMS Module Qty 1, Microfluidics Module Qty 1, Non-linear Structural Materials Module Qty 1, Particle Tracing Module Qty 1, RF Module Qty 1, Structural Mechanics Module Qty 1. All responsible sources may submit a capability statement, which shall be considered by the agency. Respondents should submit a description of the equipment considered capable of meeting the above requirement and any other information pertinent to the requirement to the Contracting Officer no later than 5 days after the publication date of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the product and services without causing programmatic hardship.
