The Department of the Navy, Naval Air Warfare Center Aircraft Division (NAWCAD), intends to negotiate on a sole source basis with Wyle Laboratories, Inc. 44417 Pecan Court, California, MD 20619-3272 to acquire 1 Omega Data Environment (ODE)- WEBSERV-Perpetual license agreement. The ODE was designed, developed and manufactured by Wyle Laboratories, Inc. and they hold the propriety rights to the Software. The ODE will bring existing legacy telemetry systems into compliance with the Web Enabled Navy (WEN), the Navy Marine Corps Intranet (NMCI), and the Task Force Web (TFW). The Government contemplates a Firm Fixed Price contract. Delivery is required at Patuxent River, MD by March 2006. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. 2304 (c ) (1) as implemented by the Federal Acquisition Regulation FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is for not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement in writing. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. No phone inquires will be entertained.
