The Federal Highway Administration (FHWA) intends to award a sole source purchase order to the Rubber Manufacturers Association (RMA) to provide co-sponsorship for the 6th Annual Rubber Modified Asphalt Conference to be held on October 15-17, 2013 in Tempe, Arizona.  

The Federal Highway Administration (FHWA) has a multi-year high profile pavement recycling technology program. One of the goals of FHWA is to support and promote the widespread use of asphalt pavement recycling since asphalt pavements ranks as the single most recycled materials in the United States and Internationally. FHWA works closely with the asphalt pavement industry through multiple associations along with other stakeholders to promote pavement recycling technologies

RMA is a national recognized association with unique capabilities and qualities that includes being the principle professional Modified Asphalt Rubber pavement recycling organization in the United States, which represents a coalition from the Rubber industry. The coalition includes representatives from the Rubber Pavements Association (RPA), Tire Industry Association (TIA), Rubberized Asphalt Foundation (RAF), and the Rubber Manufactures Association (RMA) with the common purpose to enhance and support the use of rubber products in an environmentally sound, sustainable, and cost effective manner.

The proposed action is for equipment which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals.  All responsible sources may submit a response identifying their interest and capability to respond to this requirement.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  This is a Simplified Acquisition and the total estimated value is not to exceed $30,000; the anticipated award date is in May, 2013.
