The Philadelphia Division, Contracting Department of NAVSUP Fleet Logistics Center Norfolk intends to solicit and negotiate a sole source acquisition with only one source, Science Applications International Corporation (SAIC), under the authority of Section 4202 of the Clinger-Cohen Act of 1996 as implemented by FAR 13.501(a). The Philadelphia Division, Contracting Department of NAVSUP Fleet Logistics Center Norfolk intends to issue a Modification under Contract N00189-12-C-Z158 or a sole source contract with SAIC for this requirement. This procurement is for the design and development of two (2) Sexual Assault Prevention & Response (SAPR) training courses for Navy and Marine Corps recruits at the Recruit Training Command (RTC) and senior enlisted members attending the Senior Enlisted Academy (SEA) for the Department of the Navy Sexual Assault Prevention & Response Office (DON SAPRO). Each training course shall consist of a video and an interactive discussion instructor guide. The video and instructor guide for RTC shall be relevant to those in RTC and two hours in length. The video and instructor guide for SEA shall be relevant to those in SEA and one hour in length. Both training courses shall complement the Pre-commissioning, Pre-command, SAPR-L, SAPR-F, and One Team One Fight courses previously developed by the DoN. The NAICS code is 512110. The FSC code is 6910. SAIC is uniquely equipped to deliver the services needed. SAIC provides highly specialized services to deliver these courses and their ancillary training aids. This requirement seeks to leverage the efforts SAIC has previously provided to both the Marine Corps and the Navy in the development of video-based SAPR training curriculum. SAIC’s previous efforts delivering video-based SAPR training curriculum have formed the core of the SAPR program for the DoN and it is essential that consistent communication is conveyed to all Navy personnel within the DoN SAPRO training program. SAIC is the only contractor that can guarantee continuity of the DoN SAPRO training. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. To challenge this sole source synopsis, vendors shall submit capability information by 6 June 2014 to Joseph Haviland via email at [email protected]. A determination by the Government not to compete the requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for the information received in response to this notice.
