The United States Marine Corps Program Manager for Training Systems intends to award a sole source contract FATS, Inc. 7340 McGinnis Ferry Road, Suwannee, Georgia, 30024, for enhanced night vision and optics training capabilities for an Optics upgrade of 347 Indoor Simulated Marksmanship Trainer (ISMT) Systems that were delivered under contract M67854-00-C-3005 and associated weapon simulators to for approximately $11,000,000.00. The Indoor Simulated Marksmanship Trainer - Enhanced (ISMT-E) is a three dimensional simulation based trainer for indoor use capable of instructing in basic and advanced marksmanship, shoot/no-shoot judgment, combat marksmanship, and weapons employment tactics. The upgrade will focus on the M4A1, M16A4, M16A4 Fully Sensored, M240G, and M249. FATS, INC. is the developer of the Marine Corps ISMT and has overall ownership and licensing rights to the ISMT-E system. The ISMT-E training system was procured via FAR Part 12 acquisition and the Gove! rnment has limited rights. There is proprietary software and firmware in the current ISMT-E training system and the optic upgrade planned for this procurement must be fully compatible with the existing ISMT-E training system procured under contract M67854-00-C-3005.
