The Naval Surface Warfare Center, Dahlgren Division intends to purchase on a sole source basis BFTT Systems and associated hardware to be assembled, configured, aligned, integrated, and tested from AP Labs Inc., 10864 Thornmint Road, San Diego, CA 92127. The basis for the sole source is that AP Labs has the manufactured proprietary boards and ruggedized chassis used in the BFTT system. AP Labs owns the design drawings, manufacturing processes and integration/test procedures necessary to produce these items. AP Labs manufacturing processes are proprietary as well as the design drawings. The hardware requirements are as follows: BASE: CLIN 0001 - 10 Each of Manufacturers Part Number 5005001-037 for CG/DDG AN/USQ-T46D Upgrade system. CLIN 0002 - 2 Each of Manufacturers Part number 5005001-037 (1) FMS AN/USQ-T46D system. OPTION 1 - CLIN 0003 - 1 Each of Manufacturers Part Number 5005001-041 LPD 26 AN/USQ-T46C system. CLIN 0004 - 1 Each of Manufacturers Part Number 5005001-045 LHA AN/USQ-T46C system. OPTION 2 - CLIN 0005 - 10 Each of Manufacturers Part Number 5005001-037 CG/DDG AN/USQ-T46D system. A firm fixed priced contract is anticipated. Delivery shall be FOB Destination to Combat Direction Systems Activity, Virginia Beach, VA. Inspection and acceptance will be at Destination by CDSA personnel. First delivery shall be 01 July 2009. This requirement shall be awarded under Simplified Acquisition Procedures in accordance with FAR 13.5 Test Program for Certain Commercial Items. The solicitation number is N00178-09-R-1021.
