The Naval Air Warfare Center Training Systems Division (NAWCTSD) has arequirement to complete a Technical/Visual Upgrade for one AH-1W WST device2F136A-2 located at MCAS, Camp Pendleton, CA. In addition, there is anoption to complete another Technical/Visual Upgrade for one AH-1W WST device2F136A-1 at MCAS New River, NC. All of the Contract Line Item Numbers(CLINs) in the Request for Proposal (RFP) will be options except for theAH-1W WST device 2F136A-2 and the corresponding Technical Data andInformation CLIN. All of the CLINS in the RFP will be Firm Fixed Price.Each AH-1W WST device will have CLINS for Provisioned Item Orders, anInitial Operational Assessment Period (IOAP), After Action Review (AAR)Software Replacement, Air Conditioning, and Advanced Simulation TechnologyIncorporated (ASTI) upgrades. The primary purpose of these trainer modifications is to increase trainingsystem supportability and reduce total life cycle support costs.The AH-1W WST supports the AH-1W Warfighter Program, the Fleet ReadinessSquadron (FRS) HMLAT-303 and the Marine Aviation Training System Site(MATSS) at Camp Pendleton, CA to meet AH-1W pilot throughput requirements.Once upgraded, the AH-1W WST will be technically capable of continuing toaccomplish Training & Readiness (T&R) Syllabus events designated tobe completed in a simulator. HMLAT-303 has a requirement to train AH-1Wpilots through the end of the projected aircraft service life in FY20. Theestimated delivery date for the AH-1W WST device 2F136A-2 upgrade is 21months after contract award. In addition, the estimated delivery date for the AH-1W WST device 2F136A-1is 21 months after the exercise of option.The NAICS code for this acquisition is 333319, with a size standard of 500employees. This acquisition is set-aside entirely for Small Business firms.Solicitation number N61340-12-R-0013 will be forthcoming on or about 22November 2011.
