The USDA, Animal and Plant Health Inspections Service (APHIS), Plant and Protection Quarantine (PPQ), Edinburg, TX intends to procure 3000 pounds of Methyl Eugenol to be used as insect attractant. Delivery will be as follows: 1. Ship in large 100 pound plastic drum containers 1900 pounds to: Attn: Ed Cusano, USDA APHIS PPQ, 1320 12 St. East, Palmetto, FL 34221. Phone 941-722-7307. 2. Ship one 50 pound container to: Yolisa C. Ishibashi, USDA APHIS PPQ, Mohsen Ramadan, Hawaii Department of Agriculture, 1428 South King St., Honolulu HI 96814. Phone 808-541-1989. 3. Ship remaining balance 1,050 pounds to: USDA APHIS PPQ, Attn: Ramon Benavides, 22675 N. Moorfield Rd., Bldg. 6420, Edinburg, TX 78541: 5 (five) 100 pound plastic drum container; 9 (nine) 50 pound containers; 4 (four) 10 pound container; 8 eight 5 pound containers and 10 (ten) two (2) pound containers. Award is subject to Bid Sample Approval: Two four ounce samples to be inspected and tested at: USDA National Monitoring and Residue Analysis Laboratory, Attn: Marie Dubra, 3505 25th Ave., Bldg 9 Gulfport, MS 39501. Samples of the delivered product will be randomly selected by consignee (s) for analysis to ensure compliance with the specifications. In addition to chemical analysis, the Government reserves the option to conduct bioassay field tests to determine the effectiveness of the product for the intended purpose. Failure of the product to meet bioassay requirements will be cause for rejection. (i) THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotation will not be issued. (ii) The solicitation number is PR145251 and the solicitation is issued as a request for quotation (RFQ). The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The associated NAICS code for this effort is 325199 and small business size standard is 1,000 employees. (v) This requirement consists of 1 line item of Methyl Eugenol, quantity: 3000 pounds. (vi) Items to be provided under this contract consist of: The chemical name for Methyl Eugenol is 4-Ally1-1,2 Dimethoxybenzene. It shall be pale yellow or colorless, pungent odor with an aroma of cloves and have a spicy taste. The purity level shall be no less than 98 percent, and the refractive index range shall be 1.5100-1.5329. A detailed description of the line items is included in addendum I, Scope of Work. (vii) Delivery and acceptance of line item 001 will be FOB destination as listed above.. All deliverables must be provided no later than 14 days after passage of approval of chemical analysis as specified in specification. A competitive award will be made to the responsible firm with the quote representing the overall best value for the Government.
