NASA/JSC has a requirement for the FLIR SC660 Camera (Qty: 1, each).NASA/JSC intends to purchase the items from Flir Sytems Inc.The forward-looking infrared (FLIR) camera has the capability to develop a conducting lowtemperature operations on the lunar surface during the lunar night or in the cold lunarpolar regions. The FLIR SC660 is the only Global Positioning System (GPS)enabled, highdefinition infrared camera that meets specific technical needs because of its superiorimage quality, thermal and visual imaging capabilities, flexible temperature analysis(-40C to 1500C), rugged design for use in harsh environments (meets IP 54 standards),light-weight design (3.75 lbs), enhanced safety features (Laser LocatIR pinpoint problemswith extreme precision) and interchangeable lenses for field studies. Flir Systems, Inc. is the only known source that can meet these technical requirements.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 1, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
