Page 6 of 6 This is a Sources Sought Notice for PAR Excellence weight-based inventory management system or compatible equal. This Sources Sought Notice is intended to locate Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), and Small Businesses. The NAICS Code for this requirement is 333998 General Purpose Machinery Manufacturing. This is not a Request for Quotation and quotes shall not be reviewed at this time. The Department of Veterans Affairs shall not be responsible for any costs incurred by the contractor as a result of this Sources Sought Notice. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Essential/significant physical, functional, or performance characteristics. The Durham VAMC needs an Inventory Point of Use (POU) System. The POU system must have the following salient characteristics: Must be weight based Fully compatible with existing PAR Excellence Weight-Based Point of Use system. This includes: Databases, both online Cloud Based and SQL Infrastructure Connections to the VA s Generic Inventory Point (GIP)   i.      Easily calibrated and accurate  ii.      Provide real time visibility to our Secondary Inventory locations  iii.      Must be able to interface with GIP package in IFCAP  iv.      Must be capable of tracking, adjusting, and reporting comprehensive real time information pertaining to the inventory of a secondary location It is imperative that depletion of stock triggers pick tickets based on PAR levels, Re-order points, and Emergency Stock Levels   vi.      Software needs to be intuitive and easy to train on  vii.      Software needs to be able to utilize multiple users with different levels of permissions  viii.      Reports generated by software need to be relevant to APICS Principles of Inventory Management  ix.      Must be able to handle a wide range of products based on size, thickness, and weight. a. Applicable model/make/catalog number: PAR Express weight-based automation by PAR Excellence Equipment Status - Communication about system status including system failures Materials Management Status          i.      Open Orders         ii.      Emergency/Critical Item Levels        iii.      Negative Quantities on-Hand Item Locator Customer Item Requisition Par Level Analysis Current Levels          i.      Level recommendations by cost and usage demand SKU reduction recommendations         ii.      Items over par level        iii.      Stock outs and critical hits Par level value over time Consumption           i.      Average monthly usage         ii.      Consumption analysis including time         iii.      Consumption deviation          iv.      Consumption over time Reports (must have these at a minimum)            i.      Activity detail (sales, receipts, adjustments, etc) to include time inventory on hand changed.           ii.      Quantity on-hand Value on-hand          iii.      Department transactions All responses shall be submitted via email by Friday, August 25, 2023 at 8:00 AM EST. If your firm is a Service-Disabled Veteran-Owned or Veteran-Owned Small Business, you must be CERTIFIED in SBAVetCert (see internet site: https://veterans.certify.sba.gov). The Veteran Administration is required to give priority to SDVOSB and then VOSB concerns if there should be sufficient firms available to compete under a set-aside. If insufficient veteran owned small business responses are received, the acquisition will be set-aside for small business participation if there are sufficient firms available. If insufficient small business responses are received, the action will be advertised for full and open competition. Interested firms are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors must be registered in System for Award Management (SAM) at https://sam.gov/SAM/ to be considered for an award.
