INTENT TO SOLE SOURCE The Iowa City Healthcare System, located at 601 Highway 6 West, Iowa City IA 52246 intends to sole source to Carl Zeiss Microscopy, located at 1 North Broadway, White Plains NY 10601 a Zeiss (Brand name or equal) Axioscope 5 microscope and corresponding components listed below. The microscope setup is customized to capture high resolution images at almost ultrastructural levels of the retina and optic nerve, and brain. The preparation techniques and staining procedures follow custom-made protocols to obtained unique and very specified images for example from cross-sections of nerve fiber bundles. Our researchers capture hundreds of such images from the optic nerve that needed to be stitched together to create a cross-section of the entire optic nerve for analysis. This application requires advanced imaging software that is aligned with the hardware compounds of the microscope. The Zeiss ZEN software features a specifically designed tool to perform theses stitching operations while imaging. The user-friendly setup and capabilities of the stitching tools seem advantageous over software packages that competitors (Olympus, Leica) offer. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers.  No remanufactures or gray market items will be acceptable.   (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM.  All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.  Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.  This notice of intent to sole source is not a request for competitive quotes; however any responsible source who believes it is capable of meeting this requirement may submit a capability statement to the contracting officer later than Friday, August 14, 11:00 AM ET.
