SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE [BRAND NAME]
Palo Alto Package 14 Eppendorf Centrifuge

This acquisition is in support of the VA Sierra Pacific Network, VA Palo Alto for a new research vivarium currently under construction at the Palo Alto campus. The VA Palo Alto Health Care System in need of eight (8) Eppendorf 5810R Refrigerated High-Speed Centrifuges. This item can only be procured from Eppendorf authorized dealers.
The Program Contracting Activity Central (PCAC), National Activations Office (NAO) intends to issue a BRAND NAME solicitation to the authorized dealers of the Original Equipment Manufacturer (OEM) of the centrifuge requesting eight (8) Eppendorf 5810R Refrigerated High-Speed Centrifuges with swing bucket rotor, bucket microplates, and adapters. This procurement is being conducted in accordance with FAR 13.106-1(b)(ii), Soliciting from a Single Source (including brand name). The NAICS code for this procurement is 334516 and the Small Business Administration Size Standard is 1,000 employees.
This procurement is also being conducted in accordance with procedures in FAR 13.106-1 under the authority for other than full and open competition FAR 13.106-1(b)(ii) soliciting from a single source (including brand name). If vendors believe they have the technical capability to meet this need through another brand, submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. Vendors who are not registered in System for Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going to https://www.sam.gov.
This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quotation with manufacturer cut sheets, which may be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
