The Department of Veterans Affairs, Network Contracting Office 5, intends to enter a sole source procurement for a (ImmunoChemistry 6 month Bridge contract) for the (613) Martinsburg VA Medical Center, 510 butler Ave, Martinsburg WV 25405. FAR13.5 Simplified Procedures for Certain Commercial Items: The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Far Part 13.501(a) Sole Source (including brand name) acquisitions The Department of Veterans Affairs intends to award a sole source, firm-fixed price purchase order to: Company Name: BECKMAN COULTER INC Address: 200 S CREAMER BLVD BREA, CA 92621 Phone: 800/854-3633 The associated North American Industry Classification System (NAICS) Code is (334516) and the Business Size Standard is (1000) employees. The hospital Operates 24 hours day and 7 days week. This procurement is for acquisition of chemistry and immunoassay analyzers to perform clinical testing. The purchase request is for the supply of reagents, calibrators, and other consumables used on the chemistry/immunoassay analyzers through a cost per test agreement. The Martinsburg VA Medical Center has a need for a 6 month bridge contract to support the needs of the Medical Center. Without the on-going use of this diagnostic tool, the care and health of the veteran would suffer. The contract is a firm-fixed price based on the volume of reportable tests performed. This CPRR program includes the equipment, service and consumables (all reagents and calibrators necessary to operate the system with Beckman Coulter part numbers, excluding barcodes, tubes and paper). The volume of supplies/consumables is based on the volume of reportable tests. The estimated value of the acquisition is $348,000.00. The requirement delivery date is October 1, 2020- March 31, 2021, with monthly replenishment of supplies/consumables shipped monthly per metering report. The estimated value of this acquisition is approximately ($348K). The estimated award date is on or before (10/1/2020). This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 1:00 PM Eastern Time 9/25/2020. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in enough detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
