The Department of Veterans Affairs, Ralph H. Johnson VA Medical Center s Veterinary Medical Unit (VMU) intends to negotiate on a sole source basis, pursuant to FAR 13.106-1, for two Class II Type B2 Biosafety Cabinets from LabConco for the purpose of providing safety for laboratory personnel and research animals. The cabinets shall be safe during work involving biohazards such as recombinant, replication-deficient viral vectors. In order to complete these procedures safely, the use of a cabinet that contains the hazards and prevents introduction of contaminants is a necessity. The cabinets shall in comply with AAALAC International accreditation. The cabinets require built-in feature to allow proper airflow, even as the HEPA filters load. Sizes: One cabinet restricted dimension are 4-foot cabinet with 8 inch sash, 54.3 x 31.2 x 100.1 inches, and the other cabinet has restricted dimensions of a 6 foot cabinet with 8 inch sash, 78.3 x 31.2 x 100.1 inches. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor or authorized reseller of all the items listed above, may submit a capability statement to the contracting office to the contracting office no later than Monday, June 14, 2021, 16:00 EST. However, those statements shall describe in detail how the vendor can meet or exceed the Veterans Affairs requirements. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
