NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Gross Pathology Camera System Announcement No.: 36C24621Q1205 The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price, open market, definite quantity contract for a commercial-of-the-shelf (COTS) for a gross pathology camera system with installation. The gross pathology camera system will be used to take high-quality photographs and video to be captured of human specimens. The documented human brain and tissue samples will provide the MIRECC with a more accurate neuropathological diagnosis and dissections. The total estimated value is $37,455.00. Market research has been conducted and it has been found that the Spot Imaging PathStand system is the only product that has a glass box stand that eliminates shadow effects on the specimens being examined. The shadow reduction allows for greater specimen clarity/resolution, which aids in utilizing the specimen for experiments as well as providing high-quality images for research publication. This unique feature sets it apart from other gross pathology camera systems. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Durham VAMC. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement.
