The Department of Veterans Affairs, Network Contracting Office 7, hereby provides notice of its intent to place an order with Abbott Laboratories, Inc. 100 Abbott Park, Abbott Park, IL 60064 against its schedule contract 36F79719D0024. This order, in support of the Architect i1000, is being procured for the Department of Veterans Affairs, Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, GA 30033. This procurement will be a Cost Per Reportable Result and include two (2) fully automated analyzers with maintenance and repairs, reagents, and consumables for the performance of Hepatitis-A Antibody, Hepatitis B Surface Antigen Qualitative, Hepatitis B Core Antibody, Hepatitis B Surface Antibody, Hepatitis C Antibody, HIV (4th generation), Procalcitonin, Syphilis Treponema Pallidum patient testing, and the SARS-CoV-2-IgG (Serology) COVID test on one platform. The order is expected to be accomplished under FAR 8.405-6(a)(1)(i)(B), "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialize." The order will be a firm fixed price with NAICS Code 334516, and FSC 6630. A Limited Sources Justification has been prepared. The base period of performance shall be 12 months-from date of award-with four, one-year, option periods. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
