The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Renishaw, Incorporated, of Hoffman Estates, Illinois for an upgrade to the existing NIST Renishaw S1000 Micro Raman System, including one (1) each High speed grating stage upgrade, 1200 I/mm (514/785) grating for dual mount, 1800 I/mm VIS grating for dual mount, Kinematic Lens mounting upgrade, VIS Lens Kit, NIR Lens Kit, Manual Optical Slit Assembly for RM Series Spectrometers, and installation. This equipment will be used by the NIST Analytical Chemistry Division to enable the current Renishaw system to change between 532 nm and 785 nm operations in semi-automated mode.
***Sole Source determination is based on the need for the spectrometer, rotational stage, and software required for the upgrade of the Renishaw S1000 Micro Raman System to have complete compatibility with the existing NIST system. This proprietary high precision microencoded rotational stage will accommodate two diffraction gratings. Renishaw, Incorporated is the only known vendor who can upgrade the Renishaw S1000 Micro Raman System while maintaining a compatible functional and software interface with the existing system.
***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 60 days after receipt of order.
***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees.
***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by April 10, 2003. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
