The Directorate of Contracting, Tobyhanna Army Depot intends to negotiate on a sole source basis under the authority of Section 4202 of the Clinger-Cohen Act of 1996, and FAR 13.5-Test Program for Certain Commercial Items with Agilent Technologies of Englewood, CO for the upgrade of three Government-owned Agilent Series 2 test systems, to Series 3 test systems in fiscal year 06 with the option to upgrade up to an aditional three Government-owned Agilent Series 2 test systems,to Series 3 test systems i n fiscal year 07. Upgrade includes provision of ASRU C Cards; upgrade to Series 3 3173 Test head WIN based Industrial PC, with new 05.30 Test System Software; Upgrade to 8 Double Density 12 or 20 M HYBRID Pattern Pin Cards; Upgrade to 1 Double Density 12 or 20 M HYBRID 32 Pattern Pin Cards; Upgrade to Control XTP Card, System AC Power Option; System 3- Phase WYE W/Neutral 120/208 or 127/220 VAC and new System Shroud, Large (317X / 307X. One year of warranty to include hardware and software support will b e provided. Sole source determination is because Agilent is the only source capable of performing the upgrade because they hold the proprietary rights to the hardware and software to perform the upgrade and support. Delivery of the upgraded systems shall be FOB Destination, Tobyhanna, PA 18466, 60 days after date of contract.
