The National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to upgrade their BD Biosciences FACSCalibur flow cytometer with a single laser and three fluorescence detectors to a FACSCalibur flow cytometer with a 3-laser 8-color capabilities, manufactured by Cytek Development or equal. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR 13.106-(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. The NCI Experimental Transplantation and Immunology Branch Flow Cytometry Core Laboratory provides essential optical biology services to the Branch and to other investigators in the NCI and NIH. The core is committed to maintaining an up-to-date array of instrumentation for its investigators. The Government would be the direct beneficiary of a contract for this upgrade because it would substantially enhance the flow cytometric analysis capabilities of NIH scientists, both within the ETI Branch and the CCR/NCI. The salient characteristics apply to the FACSCalibur flow cytometer: 1) three lasers and eight-color analysis using three lasers (488, 635 and 405 nm) and eight photomultiplier detectors (four aligned to the 488 nm laser, two aligned to the 635 nm laser, and two aligned to the 405 nm laser; 2) PC-based computer hardware and software system capable of acquiring 3-laser eight-color cytometry data in real time. Justification: The NCI currently owns a simple BD Biosciences FACSCalibur flow cytometer with a single laser and three fluorescence detectors. The bulk of our flow cytometric analysis now requires instrumentation with a minimum capability of 5 detectors or more, currently carried on a single flow cytometer. Only one award shall be made as a result of this solicitation. Potential offerors may request a copy of the solicitation from Melissa Marino, Contract Specialist via electronic mail at [email protected] or fax (301) 402-4513. If you have questions regarding this notice, they may be addressed to the aforementioned individual noted above. Estimated issued date of the solicitation is March 12, 2008 with an estimated due date of March 26, 2008. Please provide contractor DUNS number; complete mailing address; point of contact name, email, phone, and fax number. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
