NASA/GSFC has a requirement for a gas chromatograph system with associated hardware and software to support the development of the Maturation of Instruments for Solar System Exploration MatISSE)/Linear Ion Trap Mass Spectrometer (LITMS) project and the Mars Organic Molecule Analyzer (MOMA) mass spectrometer, MOMA-MS flight instrument. MOMA is under development to be a key instrument on the 2018 ExoMars rover mission. MOMA is a collaborative development involving the NASA/GSFC mass spectrometer team and a team in France developing the gas chromatograph (GC) subsystem for flight. The requirements on this procurement are therefore very specifically tied to the French facilities, and close coordination is absolutely critical to producing a working MOMA instrument system for flight. We require an identical GC system to the laboratory instrumentation used by the French team, to charactize and validate their GC flight hardware. This is absolutely critical to our ability to design the MS interface to the GC subsystem with quantitative precision. We require high confidence that the flow rates, transmission efficiencies, transfer line configurations and temperatures, and other instrument operational parameters are identical between the two GSE (ground support equipment) facilities to minimize unanticipated mismatch of design features during mating of the flight components.

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.g ov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ.

The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.
