The government intends to award this requirement noncompetitively in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items, to OI Analytical. This instrument is an upgrade of an existing Model 1030 Total Organic Carbon (TOC) Analyzer and will be used with many peripherals and methods from the old instrument. The 1030D's maximum injection volume in HTC mode is 10-fold greater than most other HTC systems, a critical application, without which the instrument would be unusable for isotopic measurements. In addition, the persulfate mode of the TOC is specifically designed to interface with an existing cavity ringdown spectrometer, a necessary capability for isotopic determinations.
