NAICS Code: 4214 The U.S. Environmental Protection Agency (U.S. EPA)Office of Enforcement and Compliance Assistance, National Enforcement Investigations Center, intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to FLIR Systems Inc., N. Billerica, MA under the authority of FAR Part 6.302-1. BACKGROUND: The EPA has need of emerging technology which records the interaction of specific infra-red spectra with volatile organic constitutents creating the visual effect of "black smoke" where fugitive emissions are present. This infra-red thermography technology allows field personnel to visually scan a facility, which may contain hundreds of potentially leaking components, to identify components of interest. The technology may also be utilized on a larger scale through the use of aerial photography in remote areas. Traditional air monitoring methods have excluded volatile organic sources such as underground pipelines and moving sources such as barges or railcars which could not be monitored in a real-time sense. This technology will allow the real-time monitoring of these important fugitive emission sources. FLIR Systems has developed the first infra-red camera imaging system of its kind which allows field personnel to see specific volatile organics in the form of "smoke" when viewed through the ThermaCAM GasFindIR. This infra-red inspection system features state-of-the-art, third generation, Indium Antimonide focal plane array. The sensor delivers images of exceptional sensitivity, contrast and clarity. Market Research was conducted and found only one source of this technology to currently exist. REQUIREMENT: Two (2) state-of-the-art infra-red cameras for use in identifying volatile organics; one 50 mm Lens; one 100 mm Lens; 24 month warranty (including parts and labor); Training for 5 individuals.
