NASA/GSFC has a requirement for two plannar test diffraction gratings which are required for the EUNIS sounding rocket mission. For flight, EUNIS requires a 3600 groove/mm monolithic master grating on a 70x90 mm toroidal flight-quality substrate (fused silica) with the ratio of radii 0.99345 +/- 0.0001, average radius 769.65 +/- 1.0 mm, and surface micro roughness less than 0.3 nm for use at Extreme UV/Soft X-ray wavelengths of 9-12 nm. The groove profile must have a blaze angle of 3.1 +/- tbd degrees. Prior to manufacture of the flight grating, two test gratings on 65x65 mm planar substrates (also fused silica) are required to verify the groove profile performance and to optimize multilayer coatings that are to be deposited on the flight grating to achieve high reflectance at normal incidence from 9-12 nm. The two planar test gratings must be fabricated by apparatus and methods that are capable of producing the toroidal flight grating as well. The test gratings must be delivered with measurements of the surface micro roughness and accurate calculations of performance (groove efficiency and spectral resolution) that incorporate these measurements. NASA/GSFC intends to purchase the items from Hellma USA, Inc. It has been found that only Hellma USA, Inc. can produce the grove profile and length of (90 mm) required. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 21, 2014. Questions are due no late than 4:30pm on July 17, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
