The Department of Veterans Affairs VA Connecticut Health Care System (VACHCS) intends to negotiate a commercial (FAR Part 12) sole source contract with Tecan US Inc. under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-26. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. ITEMS BEING PROCURED ARE AS FOLLOWS: Freedom Evo 150 Demo Unit with 8 channel liquid handling arm. RATIONALE FOR SOLE-SOURCE PURCHASE: Tecan is the only company that manufactures the Genesis/Freedom Evo 150. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Central Time, May 6th, 2010, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
