NASA/GSFC has a requirement for a Spectralon lined 12 inch diameter uniform output radiance source sphere with a 4 inch diameter output aperture and key reflectance (> 92% from 300 to 2500nm, and >99% from 400 to 1600nm)and spatial uniformity (+/- 1%) of the output illumination at the sphere aperture. NASA/GSFC intends to purchase the items from Labsphere, Inc. pursuant to FAR 13.106 for the acquisition of supplies or services determine to be reasonably available from one source. Labsphere is the sole manufacturer of Spectralon lined spheres. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on September 27, 2012. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
