Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotations are being requested, and a written solicitation document will not be issued.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, with a small business size standard of 1000 employees.
The VA Central California Health Care System, 2615 E. Clinton Ave., Fresno, California is seeking to purchase a Ventana Benchmark Special Stains System.

VENTANA BENCHMARK SPECIAL STAINS SYSTEM -FULL
The salient characteristics listed below are essential to the Government s requirements.
Must be fully automated for Baking, deparaffinization and staining of Special Stains to optimize workflow, quality and safety.
Must have on board waste management storage.
Barcode driven technology. Barcode labels are printed to associate slides with specific protocols and reagents.
Individual slide heating pads.
Liquid coverslip.
Deparaffinization solution enables complete dewaxing of paraffin in tissue sections.
Air Vortex mixing.
Utilizes self-contained ready to use staining kits.
Wash dispense station for complete removal of reagent between steps.
Ready to use quality-controlled reagents to provide consistent staining quality with no variation between operators.
Individual slide drawers. Slide Carousel has 1-20 slide positions with independent processing / functionality and temperature control for each position.

Vendors that can provide a brand name or equal package and instrumentation are encouraged to submit a quote.
If a vendor is providing a quote with brand name equal products, the vendor shall submit supporting documentation with product literature or a similar spreadsheet that contains the supply part no, description, price, instrumentation name, model no, and any information that describes the quoted instrument package that demonstrates how the equal product meets the salient characteristics listed within the solicitation. Vendors who are providing a quote with equal products and fail to provide sufficient supporting documentation will not be considered for award.

Award shall be made to the quoter whose quotation offers the best value to the government. The government will evaluate information based on the following evaluation criteria:
In accordance with FAR 13.106-2(b)(3), the quotes will undergo a comparative evaluation to determine which vendor provides the best value to the government in terms of the information provided in response to the non-priced factors while also providing a competitive price. Moreover, the Government is not assigning weight to the factors or listing them in any particular order.

This is an open-market combined synopsis/solicitation for a Ventana Benchmark Special Stains System as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

Quoter shall list exception(s) and rationale for the exception(s).
Submission shall be received not later than Thursday, May 16, 2019, 2:00 p.m. Pacific Time. Emailed offers will be accepted. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
