The U.S. Army Engineer Research and Development Center (ERDC) Environmental Laboratory is seeking to purchase an Isothermal Titration Calorimeter. This heat flow technique can investigate the reaction kinetics giving a specific measure of binding energy and binding affinity. ERDC intends to negotiate on a sole source basis (IAW FAR 13.106-1) with TA Instruments - Waters L.L.C., 159 Lukens Dr., New Castle, DE 19720-2765, as the only responsible source that can provide an isothermal calorimetry system that meets mission critical requirements for current MTC and research needs.
The basic requirements for this equipment are as follows:
Isothermal thermostat chamber capable of introducing up to four independent calorimeters
The calorimeter must operate in either heat flow (heat flux), dynamically corrected or power compensation (feedback) modes of detection.
Temperature Range - 15 C- 150 C [Accuracy of < 0.0001 C]
Long term Stability- < 0.100 uK/ 24hrs
Scanning Rate- < 2 C/h (btw. 20-150 C)
Short Term Noise < 10nW, Accuracy of < 2.0% and a Precision of < 100nW, Baseline Drift < 20nW/24hr
Isothermal Titration Calorimeter (ITC): with nanocalorimeter, ITC ampoule and syringe pump.
The titration ampoule should employ a horizontal stirring impeller.
The heat flow response of the calorimeter must be calibrated using a fixed calibration heater.
The measuring range of the ITC should be from the nanowatt level up to 10 mW level, with a removable titration ampoule for ease in cleaning and inspection.
The system shall accommodate dilute as well as concentrated solutions and suspensions or slurries, solid suspensions
This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
