I. Purpose The purpose of this Request for Information (RFI) is for the sole purpose of conducting market research by The Marine Corps Systems Command under FAR Part 10 (Market Research) of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). The Government does not intend to pay for any information furnished pursuant to this RFI. II. Narrative 1.) The Scout Sniper Tactical Periscope is to provide a versatile, lightweight, telescoping and variable powered (4x-9x desired) periscope that provides the US Marine Scout Sniper (MOS 0317) the capability to conduct observation and surveillance of near and far targets. This system will serve as a combat multiplier that will enable the Marine Scout Sniper to remain in a hide position without being compromised.The Tactical Periscope is expected to operate in all types of weather conditions and be able to endure the rugged conditions the Marine Scout Sniper operates in, both urban and mountainous terrain. The purpose of the Scout Sniper Tactical Periscope is to directly enhance the Scout Sniper?s effectiveness and survivability. 2.) This device should be/able to attach a digital camera, flashlight and/or USMC issued night vision (AN/PVS-14). III. FAR Part 2, Subpart 2.101: Commercial item? means -- (1) Any item, other than real property, that is of a type customarily used by the general public or by non-governmental entities for purposes other than governmental purposes, and-- (i) Has been sold, leased, or licensed to the general public; or, (ii) Has been offered for sale, lease, or license to the general public; (2) Any item that evolved from an item described in paragraph (1) of this definition through advances in technology or performance and that is not yet available in the commercial marketplace, but will be available in the commercial marketplace in time to satisfy the delivery requirements under a Government solicitation; (3) Any item that would satisfy a criterion expressed in paragraphs (1) or (2) of this definition, but for -- (i) Modifications of a type customarily available in the commercial marketplace; or (ii) Minor modifications of a type not customarily available in the commercial marketplace made to meet Federal Government requirements. Factors to be considered in determining whether a modification is minor include the value and size of the modification and the comparative value and size of the final product.
