The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Rheometric Scientific in Piscataway, New Jersey, to furnish, deliver and install Rheometric Scientific upgrades of existing Rheometrics ARES Fluids Rheometer at the USDA, ARS, MWA, National Center for Agricultural Utilization Research (NCAUR), 1815 N. University St., Peoria, IL 61604.SALIENT CHARACTERISTICS: 1) ARES - Base unit 200-240 VAC 50/60 Hz includes test station/control computer, power chassis, stepper drive, and Orchestrator software. Requires IBM compatible PC, set of test geometries, and air dryer; 2) 1KFRTN-1 - Dual Range FRT Transducer with Normal Force. Force rebalance Transducer with ranges of 0.002 to 1000 gm-cm Torque-2.0-2000 gm; Normal - Maximum frequency of 500 rad/sec.; 3) LS - Low Shear Rate Air Bearing Actuator performs all standard test modes plus creep; features low rate capability and air bearing for Transient Normal Force Measurements; frequency 1e-5 to 500 rad/sec - steady rotational rate 2e-6 to 200 rad/sec - Strain Amplitude 0.005 mrad to 500. In addition Rheometric Scientific will accept a trade-in of the ARES v5. DELIVERY- The contractor shall furnish and deliver the equipment and documentation within 6 to 8 weeks after receipt of the order to the USDA, ARS, MWA, NCAUR, 1815 N. University St., Peoria, IL 61604. Companies with the demonstrated capability and financial capacity to provide and service such equipment and warranty must submit a written substantive statement outlining the company's and systems' capabilities, available service agreements, and consumables (including price lists) to the Contracting Officer by noon, within 5 days of publication of this notice. This is not a request for Proposal. No solicitation is available.
