NAICS CODE: 423490 U.S. Environmental Protection Agency?s Superfund/RCRA Regional Procurement Operations Division intends to award a sole source blanket purchase agreement pursuant to FAR Part 13.106(1)(b) Soliciting from a Single Source, to Life Technologies Corporation, 5791 Van Allen Way, Carlsbad, California 92008. Attachment 1, itemizes the list of items required. This order will be shipped to the following: Office of Research and Development 26 West Martin Luther King Drive Cincinnati OH 45268 The vendor, LifeTechnologies sells numerous kits, enzymes, chemical reagents, reaction mixes, and other research material developed on propriety information. Over several years, Agency scientists have designed numerous techniques and methods using this vendor?s products. Thus, the use of kits and reagents from other vendors will produce results that cannot be directly compared to previous data. In addition, to make use of other vendors products, it would be necessary to evaluate and re-optimize Agency techniques. This would result in wasting significant resources, both funding and time, in order to accommodate the use of other vendors supplies. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated below may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the blanket purchase agreement based upon the responses to this notice is solely within the discretion of the Government.
