NASA/GSFC has a requirement for retrieval algorithm development, analysis ofAura/OMI satellite data.The purpose of this procurement is to acquire services in improving NO2 retrievals usingdata collected by the OMI instrument on NASA's satellite. Algorithm improvementsinclude, for example, better estimation of stratospheric NO2, improved air-mass for bothstratospheric and tropospheric NO2, removal of instrumental data artifacts, andimprovement of error estimate. NASA/GSFC intends to purchase the services from SRI International pursuant to FAR 13.106for the acquisition of supplies or services determine to be reasonably from one source. SRI has the necessary experience and has published scientific papers using the requiredanalysis techniques.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities statement to perform the effortin writing to the identified point of contact not later than 2:30 p.m. local time onFebruary 25, 2011. Such statements will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.
