The Naval Research Laboratory intends to award on the basis of other than full-and-open competition a contract to Horiba Jobin Yvon, Inc., Edison, NJ for a confocal Raman microprobe spectrometer system. Due to space constricts at the Naval Research Laboratory, the contractor must provide a single confocal Raman microprobe spectrometer system capable of XY mapping of small inhomogeneous samples at 0.1-micron steps over 75 x 50 mm2 of travel. The system should also provide very high stray light rejection (via a double foremonochromator) at any excitation wavelength facilitating the analysis of very low frequency vibrational modes (within 10 cm-1 of the laser line). Furthermore, the foremonochromator setup must ensure that only monochromatic excitation reaches the sample when performing resonance Raman excitation profile experiments in many, varied spectral regions, most specifically when the system is used in conjunction with tunable laser sources. Because of the varied spectral regions to be studied, the system must have multiple detector ports (the system is to be outfitted initially with both a cooled 1024x256 pixel array open electrode CCD and an ambient temperature single channel InGaAs detector) for analysis of scattered light from the near-infrared (specifically 1064 nm) to the deep blue visible (~425 nm) spectral regions. This system must also be amendable to allow for high-scattered light throughput (single monochromator, notch filter (1064 nm) design) when studying weakly scattering media such as thin films and glasses, and also be modular and easily upgradeable to increase spectral resolution capabilities as well as include chambers for the analysis of large samples. Vendors who feel capable of providing the system stated above shall fully identify their interests and submit, in writing, information documenting their capabilities to meet the requirements stated above within 15 days after publication of this synopsis. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis, and will not be considered.
