The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) has a requirement to purchase a Quadruple resonance inverse detection x,y,z-gradient 600 MHz QXI probe for a 600 MHz Spectrometer from Bruker Instruments Incorporated, Manning Park, 44 Manning road, Billerica, Massachusetts 01821-3991. The following requirements shall be included in the system: 1) The S/N ratio shall be >800:1 for 0.1% ethylbenzene (over 200 Hz noise); 2) The S/N ratio on the anomeric proton of a 0.5 mg sucrose/ml D2O sample shall be >90:1 measured with 1 scan, an exponential line broadening of 1 Hz, and a noise width of 1 ppm (600 Hz), using a 5 mm Wilmad 535 sample tube; 3) The 1H 90o pulse width shall be <10ms; 4) The 13C 90o pulse width shall be <13ms; 5) The 15N 90o width shall be <50ms; 6) The 31P 90o pulse width shall be <40ms; 7) The 1H non-spinning lineshape on a 1% chloroform sample shall be <6/12 Hz (0.55%/0.11%); 8) The recovery of the magnetic field homogeneity shall be such that a signal acquired 200ms after a 1 ms gradient applied simultaneously in the x,y,z directions at 50% of maximum power, differs by less than 3% from that acquired without the preceding gradient pulse. This shall be measured for a sample of 2 mM sucrose in D20 solution, using 1 Hz exponential line broadening and identical phasing; 9) The probe shall be equipped with a BTO-2000 thermocouple stabilization unit for increased temperature stability by precise regulation of the thermocouple connector temperature at the base of the probe; 10) The probe shall be fully compatible with the existing DMX 600 MHz Bruker Spectrometer. The Institute intends to purchase this equipment by other than full and open competition from Bruker Instruments, Incorporated. To the best of the Governments knowledge they are the sole manufacturer and distributor of this equipment. Interested vendors may identify in writing their interest with a capability statement to the contracting Officer prior to the closing date of this notice. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received before the closing date of this announcement. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that Request for Quotation (RFQ) NIH-NIDDK-03-980 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is September 17, 2003.
