This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation number W31P4Q-14-P-0332 is issued as a Request for Quotation (RFQ). The Government reserves the right to award without discussions.
The solicitation document and incorporate provisions and clauses are in effect through the Federal Acquisition Circular 2005-71.
The requirement is not a set aside. The associated NAICS code is 541712. The small business size standard is 500.
Description of the requirement is as follows: Solicitation Number
W31P4Q-14-P-0332 issued as request for a Firm Fixed Price quote to purchase an equipment upgrade- specifically, upgrading a Model ABG-2 Arbitrary Bit Stream Generator from a two-channel generator to a four-channel generator manufactured by Mr. Steve Waltman (doing business as High Speed Circuit Consultants of Boulder, CO). Also please see the Additional Documentation titled Minimum Specifications. The U.S. Army Contracting Command, Redstone Arsenal, intends to issue a sole source contract to Mr. Steve Waltman dba High Speed Circuit Consultants (HSCC), 1441 County Road 83, Boulder, CO 80302-0790. The statutory authority permitting other than full and open competition for this requirement is 10 U.S.C.
2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
Inspection and Acceptance shall be Destination.
The provision at 52.212-1, Instructors to Offerors- Commercial, applies to this acquisition and a statement regarding any addenda to the provision.
The provision at 52.212-2, Evaluation- Commercial Items, its applicable. The lowest price technically acceptable is the sole source evaluation factor.
Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representatives and Certifications-Commercial Items.
Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
Clause at 52.212-5, Contract Terms and Conditions- Required to Implement Statues or Executive Orders- Commercial Items, applies to this acquisition and additional FAR clauses may be cited as needed.
Terms and Conditions for this requirement are consistent with customary commercial practices. Contract financing is not authorized. Payment shall be made through Wide Area Work Flow (WAWF), in accordance with DFARS Clause 252.232-2006.
