NASA/ARC has a requirement for a Piccolo II Autopilot System. The NASA Intelligent Hardware-Enabled Sensor and Software Safety and Health Management for the Autonomous UAS project requires a ground facility test bed for ground development and testing of future intelligent health vehicle management technologies to be incorporated into the NASA SIERRA UAS system. The facility requires an avionics system identical to the current autopilot system being used onboard the SIERRA UAS, which is a Piccolo II Autopilot System.

The requirement for this effort is to procure 18 parts for the Piccolo II Autopilot System. The parts to be procured are as follows:

Ground Plane for GPS Antenna, Part Number: 620-00562-00 11. Battery Pack, 12V Piccolo Avionics, Part Number: 790-00291-00 12. Typical Pic Flight Harness w/Pgm AND CAN, Part Number: 500-01045-00 13. assy, Outside Air Temp Sensor, Part Number: 900-01952-00 14. Pitot/Static Combined Kit, Part Number: 800-00593-00 15. NASA/ARC intends to purchase the items from Cloud Cap Technology, Inc., 205 North Wasco Loop, Hood River, OR 97031 based on FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. PST on September 15, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
