The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a sole source basis with Applied Biosystems - 850 Lincoln Centre Drive, Foster City, CA 94499, under the authority of FAR 6.302 for the procurement of Forensic DNA Analysis Reagents: 1.AmpFISTR Indentifier PCR Amplification Kits, 2. Quantifiler Human DNA Quantification Kits, and 3. AmpFISTR MiniFiler PCR Amplification Kits. The specific kits are required for use with methods that have already been validated and that are in current use within the laboratory. The use of materials that have not been subject to validation would violate laboratory protocols and jeopardize the accreditation of the ATF Forensic Science Laboratory. Award will be based on meeting the specifications listed and it will be on an All or None basis. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
