The U.S. Environmental Protection Agency (EPA) Research Triangle Park Procurement Operations Division [RTPPOD] intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Malvern Instruments Inc located at 117 Flanders Rd, Suite 110, Westborough, MA 01581 for the acquisition of one (1) each of the following: Zetasizer Nano-ZS for the measurement of size, molecular weight and zeta potential of dispersed particles and molecules in solution (includes 4mW 633nm He-Ne laser & ZEN 1002 Universal dip cell) (Malvern P/N ZEN3600); MPT-2 Multi-purpose titrator (for the automation of size, zeta potential or intensity measurements as a function of pH, conductivity or additive concentration) (Malvern P/N ZEN1001); Auto-degas unit for the MPT-2 (compatible with all MPT-2 units) (Malvern P/N DEG0003); and, shipping costs. The Malvern Instruments? Zetasizer Nano-ZS is the only known particle sizer with the following capabilities: a) Measurement range : 0.3nm ? 10.0 microns (diameter); b) Measurement principle: Dynamic Light Scattering; c) Minimum sample volume: 12?L; d) Accuracy: Better than +/-2% on NIST traceable latex standards; and, e) Precision/Repeatability: Better than +/-2% on NIST traceable latex standards. The Malvern Instruments? Zetasizer Nano-ZS is the only known instrument with the following Zeta potential determination specifications: a) Measurement range: 3.8nm ? 100 microns; b) Measurement principle: Electrophoretic Light Scattering; c) Minimum sample volume: 150?L; and d) Accuracy: 0.12?m.cm/V.s for aqueous systems using NIST SRM1980 standard reference material. Malvern Instruments, Inc. has exclusive copyrights, patents, and/or trade secret ownership; and, therefore, is the only vendor that can satisfy the requirement. In order to ensure proper data exchange between previously purchased Zetasizers currently being used in two US EPA laboratories, the circumstance permitting is FAR 6.302-1 "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist. Therefore, no solicitation (RFQ) is available. Consequently, any response failing to demonstrate the contractor's ability to provide the specific Zetasizer Nano-ZS and instead choosing merely to submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotes; however, all responses received within 10 days from the date of publication of this synopsis will b e considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
