NASA GSFC has a requirement for Qty: 1 EA Olympus BX51 W/Fluorescence, Mot. Stage, Camera & Software NASA GSFC intends to purchase the items from OPELCO, Dulles, VA. OPELCO is the only vendor that can provide a optical system that can automatically (without assistance) take pictures of the micro-shutter array (MSA) device, stitch them together and store in a digital form. OPELCO is the only vendor who can also provide this system within the stringent time requirement of 15-90 days. The Authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. This procurement will be processed using Simplified Acquisition Procedures using FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 29, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
