The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with Applied Biosystems-Life Technologies, for Iyophilized Environmental Master Mix 2 for the Office of Water?s (OW) Office of Ground Water and Drinking Water (OGWDW). The OGWDW has a need to perform an inter-laboratory validation of a method that detects the pathogen E. coli O157:H7 from water. For the validation, a qPCR master mix is required that shows minimum inhibition from environmental water samples. EPA has identified Applied Biosystems-Life Technologies as the only provider of the Iyophilized Environmental Master Mix 2 to meet the requirements of this procurement. Applied Biosystems-Life Technologies is the only known source able to satisfy the Governments requirement because, as the manufacturer of the patented supply, they are the only source qualified to provide the Iyophilized Environmental Master Mix 2 for this type of detection. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
