The United States Army Medical Research Acquisition Activity intends to award a contract on a non-competitive basis for the purchase and delivery of a BD Biosciences Facscanto II Flow Cytometer Unit with accessories. The anticipated award will be ma de under the Authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to BD Biosciences, 2350 Qume Drive, San Jose, CA 95131. Specifically, FAR 6.302-1(b)(2), states, the existence of limited rights in data&make the supplies&availab le from only once source. The United States Army Medical Institute for Infectious Disease (USAMRIID) needs flow cytometry units that at least six (6) fluorescence detectors with future upgradeability, dual spatially separated lasers with automatic time delay calculation using FDA a pproved instrument set-up software, variable detector configurations, the ability to detect less than 50 MESF particles on PE channel, IVD approved assays using six colors in a single tube, possess both PC and Apple proprietary software, incorporate all di gital electronics to provide cell acquisition rates of up to 10,000 ev/sec, automatic start-up, operations and shut-down, the ability to run automatically 6+ color fluorochrome digital compensation, the ability to accept a three (3) laser configuration, up gradeability to automatic sample injection from either micro titer plates (96 or 384 well) or 40 tube carousel with completely integrated control by instrument software and hardware and a guaranteed 24 hour response time for any requested service.
