The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, Natick Contracting Division intends to award a Firm Fixed Price sole source purchase order on behalf of the Critical Reagents Program (CRP) to BioFire Defense, LLC located at 79 W 4500 S Suite 14, Salt Lake City, UT 84107 under the authority as prescribed in FAR 13.106-1(b)(1), only one source reasonably available that will satisfy agency requirements. This requirement is for the purchase of screening and confirmatory panels that will be used exclusively in a hand-portable, battery operated real-time PCR system for Biothreat detection.

BioFire Defense, LLC is the owner of the intellectual property (IP) and the sole producer of the RAZOR Regent Pouches containing Freeze-Dried real time Polymerase Chain Reaction (PCR) assay reagents compatible for use on RAZOR EX Instruments. Due to the exclusive compatibility of these custom designed screening and confirmatory pouches to these instruments, only the contractor, BioFire Defense, LLC has access to the intellectual property in freeze-dried form and function and is able to address this requirement.

This is a notice of intent to issue this solicitation on a sole source basis. This notice of intent is not a request for quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these items no later than July 23, 2015 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
