ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.501 to Panalytical Inc., 117 Flanders Rd., Westborough, MA 01581-1042. Panalytical Inc. is the only known source that offers a multi purpose diffractometer system capable of meeting agency specifications. This system must meet stringent performance requirements, which include; powder diffraction with Cobalt radiation, phase identification with high resolution capability, crystallographic analysis, standardless Rietveld quantification, Rietveld structure analysis, crystallize size and strain determination, percent crystallinity, cluster analysis of both raw data and Rietveld-defined results, and compatibility with the current system. The government intends to acquire a commercial item using FAR part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 p.m. CST on September 4, 2009. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
