The Department of Veterans Affairs, VISN 18 NCA: 4135 South Power Road, Mesa, AZ 85212, intends to make a sole source award to Becton, Dickinson and Company for microbiology reagents and consumables for the Southern Arizona VA Health Care System's (SAVAHCS) preexisting BD Phoenixâ„¢ Automated Microbiology and the BD MGIT Mycobacterial Detection systems. These products are an on-going requirement at the SAVAHCS and are used in the Microbiology Laboratory on the BD Phoenixâ„¢ and the BD MGIT machines for the purpose of identifying, determining antibiotic susceptibility patterns, and Mycobacterial growth in pathologic disease states and necessary treatment. These reagents and consumables include bulk and packaged reagents for operation of the automated instrumentation and incubator systems. These are packaged specifically for use with the above listed systems and are the materials necessary for these systems to operate. These systems use BD packaged proprietary reagents, panels and delivery systems to accomplish patient bacterial diagnostic testing. The unique packaging includes barcode information, which the instrument requires for operation. The formulations of the reagents are specifically designed for the operations of these instruments and are not available in any other form. These items are sealed and uniquely coded to eliminate off-line tests and the need for handwritten labels or reagent additions, and once the panel is loaded in the machine it's locked in place, so it doesn't dislodge, jam, crack, or leak. BD sells these reagents to accompany their microbiology systems and owns the technological patent rights to them. The following authority is being used to purchase the microscope FAR 6.302-1(b)(i).
