The Coastal Systems Station, Panama City, Florida, intends to issue a sole source requirement to RD Instruments 9855 Businesspark Avenue, San Diego, CA 92131 on a sole-source basis for two (2) each custom WHN300 Workhorse Navigator Doppler Velocity Loggers (DVL). These units are required for the production of two additional systems that incorporate this DVL. Use of any other DVL would require the redesign of the system being produced requiring extensive engineering redesign labor and a corresponding delay of approximately 12 months in the production of the systems.
