NASA/JSC has a requirement for two Mossbauer Spectometer MIMOS II instruments. NASA/JSC intends to purchase the items from Space and Earth Science Instrumentation (SPESI) for the following reasons: 1) SPESI is the only vendor in the world that makes the required flight instrument, and 2) The SPESI instrument operation is different from standard labratory instruments because of its small size and the backscatter measurement geometry, which are required by the Mars Exploration Rovers (MER) Mission Team. The small size is a requirement in order to produce exact and equivalent measurements to that of the Mission. The backscatter geometry is required so that rock services (with and without coating) can be analyzed analogous to operations on the Martian surface. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 13, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
